Do you mean the council member with the most mass, or the council member who has been more "council" than others?

You can join the IFL at any time during the year by physically paying the $15 to a council member or by paypal-ing the IFL Treasury. It has been a precedent that members who have joined in late November (last week of) had their memberships carry over into the new year.
